Department of Pharmaceuticals kicks off preparations for Special Campaign 5.0 from 2nd to 31st October 2025, focusing on swachhata, transparency, digitization, efficiency, and public service delivery.

The Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, has begun preparations for the Special Campaign for Disposal of Pending Matters (SCDPM) 5.0, scheduled to run from 2nd to 31st October 2025. This year’s campaign will intensify efforts to achieve saturation-level clearance of pending matters and further strengthen efficiency, transparency, digitization, and public service delivery.

Finalization of Targets and Implementation
As per guidelines issued by the Department of Administrative Reforms and Public Grievances (DARPG), the targets for SCDPM 5.0 will be finalized by 25th September 2025. The Department has instructed all its organizations—including attached offices, autonomous bodies, PSUs, and societies—to ensure full participation and adherence to timelines.

Achievements in Previous Campaigns (2021–2024)
The Department, in collaboration with National Pharmaceutical Pricing Authority (NPPA), National Institutes of Pharmaceutical Education & Research (NIPERs), Public Sector Undertakings like HAL, KAPL, BCPL, and Pharmaceutical and Medical Devices Bureau of India (PMBI), has implemented a series of impactful initiatives over the past four campaigns:

SCDPM 1.0 (2021): Digitization Drive

  • Introduced digitization of records and created e-files for improved accessibility.

  • Reviewed 8,020 physical files, weeding out 4,900.

  • Early adoption of the e-Office system enhanced operational efficiency across offices.

SCDPM 2.0 (2022): Jan Aushadhi Kendras Join the Campaign

  • Nearly 7,000 Pradhan Mantri Jan Aushadhi Kendras (PMJKs) participated.

  • Reviewed and weeded out 6,453 physical files.

  • Cleared pendency for MPs’ references, PMO communications, and public grievances.

  • Earned ₹95,000 through scrap disposal.

SCDPM 3.0 (2023): Expansion of Cleanliness Activities

  • Covered 9,648 PMJKs under cleanliness drives.

  • Reviewed 5,823 physical files, weeding out 1,400.

  • Earned ₹3,41,387 from scrap disposal.

SCDPM 4.0 (2024): Achieving 100% Digitization

  • Cleaned 11,127 PMJKs nationwide.

  • Reviewed 5,667 physical and 4,671 e-files, closing 26 e-files.

  • Earned ₹44,573 through scrap disposal.

  • HAL Pune reclaimed 12,934 sq. ft. of valuable office space.

Best Practices and Innovation: NIPER-SAS Nagar Example
NIPER-SAS Nagar (Mohali) stood out for reclaiming office space through the systematic disposal of obsolete furniture and scrap material. The entire transformation was documented with photographic evidence, setting a benchmark for other institutes under the Department.

With SCDPM 5.0, the Department aims to continue its commitment to clean governance, zero pendency, and enhanced public service delivery. The focus areas will remain Swachhata (cleanliness), transparency, digitization, and efficiency, ensuring that the campaign delivers tangible benefits for citizens and stakeholders alike.
