The Ministry of Panchayati Raj (MoPR) is set to launch the People’s Plan Campaign (PPC) 2025–26 under the banner “Sabki Yojana, Sabka Vikas” Abhiyaan on 2nd October 2025. The campaign will be rolled out across all States and Union Territories to prepare Panchayat Development Plans (PDPs) for the financial year 2026–27. This initiative reinforces India’s commitment to inclusive, evidence-based, and participatory grassroots planning.

Background of People’s Plan Campaign
The People’s Plan Campaign was first launched in 2018 to empower Panchayats in preparing Gram Panchayat Development Plans (GPDPs) that align with local priorities and national goals. Since then, the campaign has proven successful in strengthening decentralized planning processes. As per data from the eGramSwaraj Portal, over 18.13 lakh PDPs have been uploaded since 2019–20, including 2.52 lakh plans for 2025–26.

Preparations for PPC 2025–26
Ahead of the launch, MoPR conducted virtual consultations with States, Union Territories, and State Institutes of Rural Development & Panchayati Raj (SIRD&PRs). On 26th September 2025, Shri Sushil Kumar Lohani, Additional Secretary, MoPR, reviewed preparations and shared roll-out strategies.
To ensure smooth implementation, States and UTs have been instructed to:

  • Activate monitoring platforms

  • Appoint nodal officers and train facilitators

  • Finalize Gram Sabha schedules

  • Display Public Information Boards by September-end

Additionally, 20 Line Ministries/Departments have been requested to mobilize their State/UT counterparts for active participation in special Gram Sabha meetings scheduled on 2nd October 2025, marking the formal launch of the campaign.

Focus Areas of the Campaign
The People’s Plan Campaign 2025–26 emphasizes transparency, convergence, and accountability. Key highlights include:

  • Review of Previous GPDPs using digital tools like eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY

  • Addressing delays and unfinished works with unspent Central Finance Commission (CFC) grants

  • Strengthening planning through the Panchayat Advancement Index (PAI)

  • Wider use of SabhaSaar platform to improve community engagement

  • Enhancing Own Source Revenue (OSR) for Panchayats

  • Promoting tribal empowerment under the Adi Karmayogi Abhiyaan

Significance of Special Gram Sabhas
The Special Gram Sabhas convened on 2nd October will not only launch the campaign but also act as decisive forums for participatory planning. They will ensure that local voices are integrated into the planning process, making PDPs more inclusive and reflective of ground realities.
