The Department of Pension & Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances & Pensions is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November, 2025. This campaign forms a vital part of the Government’s vision of Digital Empowerment of Pensioners, aligning with the Digital India and Ease of Living missions.

Mega Camp at Tagore Hall, Ahmedabad
As part of the campaign, a Mega Camp is being organized by the Department of Telecommunications (DoT) at Tagore Hall, Paldi, Ahmedabad on 4th November, 2025. The Secretary, Department of Pension & Pensioners’ Welfare, along with senior officials, will visit the camp to oversee activities and interact with pensioners. The camp’s primary goal is to assist pensioners in submitting their Digital Life Certificates through various digital modes, ensuring ease and convenience.

Aadhaar and Technical Assistance
The Unique Identification Authority of India (UIDAI) will provide on-ground support during the event for Aadhaar record updation and address any technical issues related to authentication. This will help pensioners ensure their Aadhaar data is updated and accurate, facilitating a smoother Digital Life Certificate submission process.

Nationwide Outreach for Two Crore Pensioners
The DLC Campaign 4.0 aims to reach two crore pensioners across more than 2,000 cities and towns through an extensive outreach strategy. The campaign encourages pensioners to use Aadhaar-based Face Authentication technology, allowing them to submit their Life Certificates remotely without using biometric devices.

Special emphasis is being placed on super senior citizens and differently-abled pensioners, who can benefit from the doorstep DLC service provided by the India Post Payments Bank (Department of Posts).

Prime Minister’s Recognition of Digital Empowerment
Hon’ble Prime Minister Shri Narendra Modi, in his Mann Ki Baat address on 24th November, 2024, and his Constitution Day address on 26th November, 2024, lauded the Digital Life Certificate initiative for simplifying the pension verification process and enhancing ease of living for India’s senior citizens.

Stakeholder Collaboration for Digital Inclusion
The campaign is a collaborative effort involving several key stakeholders, including:

  • Banks and India Post Payments Bank

  • Department of Telecommunications (DoT)

  • UIDAI, MeitY, and NIC

  • Pensioners’ Welfare Associations in Gujarat such as Kendriya Nivrutta Karmachari Mandal, Baroda Central Pensioners’ Association, and Posts and Telegraphs and Other Central Government Pensioners’ Association

These agencies are working together to promote digital inclusion of pensioners and streamline the submission of life certificates through the DLC Portal, which enables real-time monitoring of DLC generation by various agencies.

Interactive Sessions and Large Participation Expected
During the Mega Camp, interactive sessions are scheduled between the Secretary (P&PW), the Controller General of Communications Accounts, and participating pensioners. The event is expected to witness participation from around 2000 pensioners representing various Departments and Organizations.

Extensive Coverage Across Gujarat
Under the Nationwide DLC Campaign 4.0, similar camps will be held across 82 cities and 107 locations in Gujarat, encompassing various districts and sub-divisions. A network of 107 Nodal Officers will oversee the smooth conduct of these camps across the state.

The Department continues to demonstrate its commitment to ensuring ease of living and digital empowerment of pensioners through technology-driven initiatives like the Digital Life Certificate Campaign. By integrating Aadhaar-based technologies and outreach programs, the government is making pension-related services more accessible, transparent, and efficient for the elderly population.
